The 5 Mac Mini Problem: Why Physical Isolation Isn't Agent Governance

Separate machines create accountability boundaries but not governance infrastructure

The Pattern Everyone Recognises

If you run AI agents for your work, you probably recognise this pattern — or something close to it. One machine for the coding agent. Another for the research agent. A third for the content agent. Maybe a fourth for the operations agent. And a fifth as a clean environment for testing. The machines might be Mac Minis, cloud VMs, Docker containers, or separate terminal sessions. The principle is the same: **physical or logical isolation as a governance substitute**.

This pattern emerged organically. As people began running multiple AI agents, they discovered that agents on the same machine could interfere with each other — overwriting files, conflicting on ports, consuming shared resources. Separation solved the interference problem. But practitioners quickly noticed a secondary benefit: separation created **implicit accountability boundaries**. If something breaks and it happened on the coding machine, you know which agent did it.

The pattern works. For a while. For one person. For a small number of agents. Then it does not.

Why Physical Isolation Works Short-Term

Physical isolation provides three genuine benefits that explain its popularity.

Blast radius containment. If one agent goes haywire — entering an infinite loop, consuming all memory, corrupting local files — the damage is contained to its machine. Other agents continue operating normally. This is real and valuable.

Implicit accountability. When you have five machines and something goes wrong, the first question is "which machine?" The answer immediately narrows the investigation to a specific agent. This is a form of accountability, even if a crude one.

Cognitive simplicity. Humans are good at reasoning about physical boundaries. "The code agent lives on this machine" is easier to reason about than "the code agent has these 47 constraints and these 12 delegation scopes." Physical separation maps to spatial intuition, which reduces cognitive overhead.

These benefits are real. The problem is that people mistake them for governance. They are not. They are containment, attribution, and simplicity — useful properties, but not the same as institutional governance.

Where the Pattern Breaks Down

The 5 Mac Mini pattern fails along four dimensions as complexity increases.

Cross-agent coordination. In any non-trivial workflow, agents need to interact. The coding agent needs the research agent's output. The operations agent needs the coding agent's deployment artifacts. The content agent needs the research agent's analysis. Once agents communicate across machines, physical isolation no longer contains the blast radius. A bad decision by the research agent propagates through the coding agent to the operations agent, and your production environment is affected despite the machines being physically separate.

Constraint enforcement. Physical isolation tells you nothing about what an agent is authorised to do. The coding agent on Machine 2 might be allowed to commit to staging but not production. Where is that constraint? In your head. Maybe in a system prompt that the agent interprets loosely. It is not in infrastructure. When you are not watching — at 2am, during a holiday, when you are focused on something else — the constraint does not exist.

Scaling. Five machines for one person running five agents is manageable. What about a team of 20, each running 3-5 agents? That is 60-100 separate environments with no shared governance framework. No consistent constraints, no unified audit trail, no escalation infrastructure. Every person has their own ad hoc arrangement, and the organisation has no visibility into what any agent is authorised to do.

Audit and compliance. When a regulator asks "what are your AI agents authorised to do?", the answer cannot be "each team member has their own Mac Mini setup." There is no audit trail, no constraint documentation, no governance trace. Physical isolation produces no governance artifacts.

The Missing Layer

Physical isolation is an infrastructure pattern. Governance is an institutional pattern. They operate at different layers, and one cannot substitute for the other.

Consider the analogy with human employees. Putting different departments on different floors of a building creates physical separation. It helps with noise, focus, and a sense of team identity. But no one would argue that floor separation is a substitute for having clear roles, delegation of authority, reporting lines, and compliance frameworks. The physical separation is nice to have; the governance structure is essential.

The same distinction applies to AI agents. Physical isolation is a sensible infrastructure practice. But without a governance layer — constraints, delegation, escalation, audit trails — the isolation is just organisation, not governance.

The missing layer is a governance infrastructure that operates regardless of where agents run. Whether the agent is on a Mac Mini, a cloud VM, a Docker container, or an MCP server, the governance layer intercepts its actions, evaluates them against institutional constraints, and produces a governance trace. The physical deployment topology is irrelevant to the governance topology.

From Isolation to Governance

The transition from physical isolation to institutional governance does not require abandoning the 5 Mac Mini pattern. You can keep your separate machines. What changes is what sits between the agent and the actions it takes.

In an ungoverned setup, the flow is: Agent decides → Agent acts → You find out later (maybe). In a governed setup, the flow is: Agent decides → Governance gate evaluates → Constraint check passes or fails → Action proceeds or is blocked/escalated → Governance trace is recorded.

The governance gate does not care which machine the agent runs on. It cares about **what the agent is trying to do, what authority it has, and whether this specific action is within scope**. This is institutional governance, and it works whether you have 5 Mac Minis or 500 cloud instances.

The practical first step is simple: define your constraints explicitly. Not in system prompts, not in your head, not in a Notion document — in a machine-readable constraint store that can be evaluated at the moment of action. Start with the constraints you already enforce manually: "the coding agent should not push to main", "the operations agent should not spend more than $X without approval", "no agent should modify production data directly." Write them down. Make them enforceable. That is the beginning of governance.

The Real Question

The 5 Mac Mini pattern is not wrong. It is incomplete. It solves an infrastructure problem (isolation) and provides a useful side effect (attribution). But it does not solve the governance problem: ensuring that autonomous agents act within their delegated authority, produce audit trails, and can be held accountable.

The real question is not "how many machines should I run my agents on?" It is "what is each agent authorised to do, how is that authority enforced, and what happens when an agent exceeds it?" If you can answer those questions with reference to infrastructure — constraint stores, governance gates, escalation chains, governance traces — you have governance. If your answer involves physical topology — "well, that agent is on the Mac Mini in the corner" — you have containment, which is a starting point but not a destination.

As AI agents take on more consequential tasks, the distinction between containment and governance will become the difference between organisations that can confidently scale agent deployment and those that cannot.
